Legal and operational barriers continue to hinder the effective inclusion of persons with disabilities in Bangladesh’s electoral processes, limiting their equal participation.
The right to equal participation is a fundamental prerequisite for a credible election. Yet ensuring the full participation of persons with disabilities remains a major challenge. On 20 January 2026, at the Zahur Ahmed Chowdhury Auditorium of the National Press Club, B-SCAN presented a report titled “Report on Policy Gap Analysis of European Inclusion for Persons with Disabilities in Bangladesh,” which takes a deep dive into legal, procedural barriers to inclusive electoral participation.
Nusrat Zerin Joya, Disability Specialist and lead author of the policy analysis, noted in her presentation that various government laws reflect a lack of recognition of human diversity by portraying persons with disabilities as incapable.
